Verse 8 already said that he abandoned the elders' counsel. Why is this repeated?

Malbim: Before it means that he abandoned their counsel to speak softly. He spoke harshly, and the nation was angry. Had he accepted their counsel to agree to a limited kingship, the nation would have been appeased, for this was their desire. However, he abandoned their counsel also regarding this.
