Rashi: When she came to supplicate [to nullify Haman's decree].

Why does it say "Amar (masculine) Im ha'Sefer"?

Torah Temimah citing Megilah 16b: She told him, say with the mouth what is written in the Sefer. Ritva - she requested permission to fix this remembrance for all generations; it should not be considered a disgrace for him. Alternatively, he should proclaim so, so those who hear will be chastised, and not do so (seek to eradicate the Jews) again.

Megilah 16b (according to Rashi and his text): When one reads the Megilah, he says what is written in the Sefer (it must be written in front of him).

Megilah 16b (according to Maharam Shif, and Rashi's text): One reads the Megilah, which was allowed to be written based on the hint "Kesov Zos Zikaron ba'Sefer 1 " (Shemos 17:14).

Megilah 7a: Based on this verse, Chachmah consented to include Megilas Esther in Tanach.

It seems that the king did not hang Haman for this reason, rather, amidst anger [for tricking him about the decree, according to Malbim, and for trying to rape f kill Esther, and for making a pole to hang Mordechai]! The Pasuk puts together hanging him and his sons; the sons were hung on Adar 14. This was not to persuade Sarim to ignore the first letters! (PF)
