What is the meaning of "Lachen Yashuv Amo Halom"?

Rashi (from R"M bar Yitzchak, Shali'ach Tzibur): Because His nation sees Resha'im succeeding, they will return to Resha'im's path and adopt their ways. "Halom" is here, like "Mi Havi'acha Halom" (Shoftim 18:3).

Rashi (12, citing Menachem): They will return to strike His nation.

Radak #1: "Halom" is like "Al Tikrav Halom" (Shemos 3:5); they will return with this claim.

Radak #2: Halom is Makor (like an infinitive), like "Halmu Ikevei Sus" (Shoftim 5:22); it is broken and crushed due to this.

Malbim: Since we say that the announcement above will not come on us, for also above they do not rule over us to harm us, therefore his nation will return to hear our counsel and do like our deeds, and not heed Hashem's Mitzvos.

Why is it written Yashiv, and we pronounce it Yashuv?

Radak: The Kesiv means that Hashem will return [the nation]. The pronunciation means that His nation, in Galus, sees Resha'im succeeding, they will return to [Resha'im's ways] time after time.

What is the meaning of "u'Mei Malei Yimatzu Lamo"?

Rashi: Water of a full stream, i.e. Divrei Torah, are considered to them Tamtzis 1 , and they belittle them in their eyes.

Radak: The matter full of water is omitted. It should say (e.g.) u'Mei Kos Malei. This is like "u'Ma'achalo Beri'ah" (Chabakuk 1:16; its food is a fat Seh. Seh is omitted), "k'Eder ha'Ketzuvos" (Shir ha'Shirim 4:2; it should say 'k'Eder Rechelim ha'Ketzuvos'). They will suck a full cup of bitter water.

Malbim: Who will attain the influence of water filled from the spring of success - not only to drink it, rather, to suck it and empty it until the bottom?! I.e. based on the conduct above, it was proper that Resha'im die via plague and harsh illnesses. Even so, they succeed and Shamayim does not rule over them to confound them and eradicate them, for their hand is exalted, and it is as if Hashem does not have the ability to harm them.

Perhaps Tamtzis means abstract; they do not view Torah as something to be followed in practice. Or, it is like Dam Tamtzis (not Dam ha'Nefesh), i.e. secondary. (PF)
