Radak: You will go from one affliction to another.

Malbim: The remnant from the first Galus, of Melech Ashur, the second Galus will encounter them. Also one who escapes the [second] Galus, from the bear, and comes to the house and puts his hand near the wall, for he thinks that his house will be a refuge from the bear, a snake bites him. I.e. the third Galus will attain him - "ka'Es ha'Rishon Hekal... veha'Acharon Hichbid" (Yeshayah 8:23).
