Malbim: When Yishmael went, there were many others around Mitzpah who intended to follow Yishmael to Amon. Yochanan turned them back. Similarly, "Asher Heshiv Anshei ha'Milchamah mi'Giv'on" are soldiers that Yishmael took with him; Yochanan found them in Giv'on, and turned them back.
