What is "b'Yom Tzom"?

Radak: It is on the fast day.

Radak citing his father: It is the day of gathering. This is like Tzomas ha'Gidin (juncture of the sinews) in Chazal's words (Chulin 76a). They gathered to speak and take counsel about their afflictions.
