Malbim: Based on Mishpat, it is proper that mighty Resha'im be broken, and others (not Resha'im) be put in place of them. This would cause everyone to know the punishment for evil deeds. Hashem should bring an earthquake where Resha'im and Tzadikim stand. Resha'im's skulls will be crushed, and Tzadikim will stand in their place.
