Why does it say "ha'Sheni ba'Sheni"?

'Rashi': Because it mentioned the fourth year of his kingship, it needed to repeat "ba'Sheni". This is like "veha'Mayim Hayu Haloch v'Chasor Ad ha'Chodesh ha'Asiri [ba'Asiri]" (Bereishis 8:5), and "ba'Shanah ha'Revi'is b'Chodesh Ziv Hu ha'Chodesh ha'Sheni" (Melachim I, 6:1).
