Radak: Each of the leaders and officers builds his house with Damim, i.e. theft and extortion of Aniyim and those who lack strength to oppose them. The money that they take is like the victim's blood. It is as if he kills him, for he has nothing to eat. So Shlomo said ? "Ken Archos Kol Botze'a Batza Es Nefesh Be'alav Yikach" (Mishlei 1:19).

Targum Yonasan: They built their houses in Tziyon with spilled blood, and in Yerushalayim with guile. Radak ? he understands "Damim" simply. They took ransom to exempt murderers, and used it to build their houses.

Malbim: I ask them ? do they think that Hashem builds Tziyon with blood, that "their leaders judge with bribes? and they rely on Hashem to say 'He is among us'" (11)?! Do they think that Hashem loves blood and injustice, and builds Tziyon and Yerushalayim with it?! He builds them with Mishpat and Tzedakah!
