What are "Balahos"?

Rashi citing Targum Yonasan: It is as if you were not (never existed). Radak ? he explains like two words, Bal Heyos.

Rashi citing Meforshim: It is a place where demons and damaging [spirits] dance.

Radak: We re-arrange the letters; this is like Behalos (terror) and eradication.

Malbim: They are demons under the sea. It is as if you go to them.

What is the meaning of "u'Savukshi"?

1.

Radak: If you will request, you will never find. There is a minor accent on the Vov.

2.

Malbim: Even if you will seek to settle a city in your place, you will never succeed. The settlement they made after and called it Tzor, it was not in the place of the first Tzor. Memory of the first Tzor was totally wiped out.
