This Perush seems more appropriate for "l'Es Tzeis ha'Melachim". Refer to 20:1:2:3. (PF)

2)

What is "Es Tzeis ha'Melachim"?

1.

Rashi (Shmuel II, 11:1): There is a time in the year when kings normally go out, when the land is full of standing [grain] and the horses find grain in the field to eat.

2.

Radak (Shmuel II, 11:1): It is the same time of year that the kings went out to fight, just a year later. It is called "Teshuvas ha'Shanah", because the sun returns to the place [where it was at the beginning of the year]. This Perush is primary.

3.

Malbim (Shmuel II, 11:1): Do not say that David himself did not go to fight due to the cold and rain. It was Sivan, when all kings go out for war!
