Why will they stumble?

Radak: Because they rush to the wall amidst frenzy.

Malbim: The 'stumbling' is changing their minds, and joining those who rebel against sd44. It is as if those who enticed them made them stumble.

Why will they rush to the wall?

1.

Rashi: It is to flee. Chomasah is like EL ha'Chomah.

Radak: To conquer the city.

3.

Malbim: Because the help [that they relied on] joined with the rebels, Anshei Ninveh were locked inside the city to be shielded from the afflicter.

What is the meaning of "v'Huchan ha'Sochech"?

1.

Rashi citing Targum Yonasan: They will build the tower.

Rashi: The king armed himself with weapons. Sochech is an expression of ruling, like "Mimeshach ha'Sochech" (Yechezkel 28:14).

Radak: A covering of beams and hides is prepared outside the wall, to shield people who dig under the wall, from rocks that people on top of the wall cast on them.

Malbim: [Anshei Ninveh] prepared the fortress to shield them from the enemy.
