Who are "ha'Sho'afim Al Afar Eretz"?

Rashi: All the earth of the land on which they walk. All their aspiration and intent is "b'Rosh Dalim" ? how to rob them and take what is theirs.

Radak: This is like "ha'Sho'afim Evyon" (8:4). The judges aspire, look and intend that earth will be on the heads of the poor. They put officers under themselves ? if the poor will not give like the officers demand, they will take them by the hair of their heads, cast them to the ground and trample them. Earth will be on the Aniyim's heads! This is like Michah said, "va'Asher Lo Yiten Al Pihem v'Kideshu Alav Milchamah" (3:5).

Radak citing Targum Yonasan: They sail on the earth of the ground?

Malbim: Who hired false witnesses and gave bribes? Those who aspire and desire to take the earth of the land of the poor, i.e. the small amount of land that he has, They take this with the heads of the poor. Via cutting off their heads and killing them, they take their land. Therefore, they hire false witnesses and judges.

What do we learn from "v'Derech Anavim Yatu"?

Rashi: The weak veer from their paths and go on a crooked path due to fear [of ha'Sho'afim] ? "Yatu Evyonim mi'Derech" (Iyov 24:4).

Radak: They tilt the verdict due to bribes that rich litigants give. "Derech" is Mishpat and man's Kidushin, e.g. "ha'Derech Asher Yelechu Vah" (Shemos 18:20). This is like Targum Yonasan ? they tilt the judgment of the poor.

Malbim: They tilt their ways to judge that they are Chayav Misah, to kill them, for murder is light in their eyes.

What is the significance of "[v'Ish v'Aviv Yelechu El] ha'Na'arah"?

Rashi: She is Mekudeshes.

Radak: The son has no shame in front of his father to have Bi'ah with a girl who had Bi'ah with his father.

How is this Chilul Hashem?

1.

Radak: I said "Kedoshim Tihyu Ki Kadosh Ani Hashem Elokeichem" (Vayikra 19:2). Since you profane your Kedushah, you profane My Kadosh name ? I sanctified you, and you are called on My name ? "Ki Am Kadosh Atem la'Shem Elokecha" (Devarim 7:6).

Malbim: A man and his father will go to [have Bi'ah with] a Na'arah Me'urasah. This shows the great wantonness and lack of shame in front of parents.
