Rashi: It refers to those who dwell there.

Radak: The matters in which a man is haughty over others are the high mountains and hills in which he gets refuge from his enemies 1 . He does to them, and they do not do to him. Hashem will be elevated over all of them, and they will admit to His grandeur and be lowered in front of Him.

Malbim: They are haughty for living on high mountains, protected from enemies. This is a metaphor for great Giborim, corresponding to "Ga'eh va'Ram" (12). Hills are lower; they correspond to "Nisa v'Shafel."
