Ibn Ezra: The angel said v'Hitzli'ach (past tense 1 ), even though this occurred after Daniel. What comes after this has not yet occurred 2 . Aram is northwest of Eretz Yisrael. Also Constantine is to the north. When the Ketz (end) of his success comes ("Ad Kalah Za'am"), the Ketz of Mashi'ach will come, like it explains below. His son will conquer Egypt; he will return to his land and be killed. After a set number of days, Mashi'ach will come.
Is "Ki Necheretzah Ne'esasah" the reason?
Rashi: No. Here, Ki is like 'when'; when his decree finishes.
Malbim: Yes. The evil decreed on Yisrael was already done via a Supreme decree.
