What is the meaning of "Tzalmaves v'Lo Sedarim"?

Rashi: There are no customs there, for it is not a settled place. The light there is like darkness.

Ibn Ezra: Sedarim are arrangements of stars. The Targum of "Ya'aroch" is Yesader.

Malbim: Do not say that the darkness of this world is part of the order of the creation - there is light and darkness, and day and night. It is without order.

Why does it say "va'Tofa Kemo Ofel"?

Rashi: The illuminated place in it is dark.

Malbim: The little light in this world, at daybreak, is like Ofel, which is worse than [Stam] darkness.
