(1) This is because we dedicate the Mizbe'ach in the afternoon, like the Menorah, the lighting of which is done only in the afternoon.
(2) The Beraisa maintains that the Mizbe'ach ha'Ketores must be dedicated in the morning, just as we dedicate the Mizbe'ach ha'Olah in the morning.
(3) That is, the Kohanim who were negligent and did not bring the Korban Tamid in the morning are penalized by not being allowed to bring the afternoon Korban Tamid. Other Kohanim, though, certainly may and must bring the afternoon Korban Tamid.
(4) The Ketores is brought in the afternoon even if it was intentionally not offered in the morning, since we are not concerned that the Kohanim will come to be negligent about the Ketores.
