SUMMARY

1. The Mishnah teaches when the Mitzvah of Arba'as ha'Minim was performed in the times of the Beis ha'Mikdash.
 
2. Rebbi Yochanan ben Zakai instituted that the Arba'as ha'Minim be held in all places for all seven days of Sukos.
 
3. The Gemara explains the source from which we learn that one is obligated to remember the Beis ha'Mikdash after it was destroyed.
 
4. During the time of the Beis ha'Mikdash, the new grain was permitted after the bringing of the Omer.
 
5. Rebbi Yochanan ben Zakai decreed that one may not eat the new grain on the entire day of the sixteenth of Nisan.

A BIT MORE

1. In the times of the Beis ha'Mikdash, the Arba'as ha'Minim were held all seven days of Sukos inside the Beis ha'Mikdash, but outside of the Beis ha'Mikdash they were held only on the first day of Yom Tov.
 
2. This enactment was made so that people should remember the Beis ha'Mikdash.
 
3. The verse in Yirmeyahu states, "She is Zion, none seek her." This indicates that Yerushalayim should be sought out (or, in other words, remembered).
 
4. This is for people who know when the Omer has been brought. People who are far away from the Beis ha'Mikdash may rely on Beis Din having brought the Korban ha'Omer by Chatzos (midday) on the second day of Pesach.
 
5. This is because the morning of the sixteenth of Nisan permits the new grain when the Korban ha'Omer cannot be brought. However, if we would follow this law when Mashi'ach comes and the Beis ha'Mikdash is rebuilt, we would forget and eat new grain early in the morning and not realize that we must wait for the Korban ha'Omer to be brought. This is the reason for the decree forbidding new grain on the entire day of the sixteenth of Nisan.
