SUMMARY

1. A bridge was built to transport the red heifer from Har ha'Bayis to Har ha'Mishchah. Each bride was used only once.
 
2. The Mishnah discusses what was done with the surplus Ketores (incense).
 
3. The Mishnah explains the process by which the surplus Ketores would be distributed to pay the workers.
 
4. The Gemara discusses what was done with the surplus Tamid offerings.
 
5. Even goats designated for use as public Chatas offerings may be redesignated by Beis Din to be used as Olah offerings.

A BIT MORE

1. This was done to show the importance of bringing the red heifer. Even though it was very expensive to build such a bridge, they would not use the same bridge twice.
 
2. It was used to pay the workers who repaired and built things in the Beis ha'Mikdash (see below).
 
3. Money from the Terumas ha'Lishkah would be set aside as Chulin, and the Kedushah of the Ketores was placed on it, causing the Ketores to become Chulin. The Ketores was then given to the workers as their wages, and it was subsequently bought from them from the new Shekalim from the new year in order to use it as Ketores in the new year.
 
4. Shmuel: They were redeemed without having to receive a blemish first. Rebbi Yochanan: They were put out to pasture until they received a blemish, and only then were they redeemed.
 
5. This is because Beis Din authorized the buying of a Korban on the condition that they would have the right to redesignate the animal to be a different Korban if the need would arise.
