SUMMARY

1. The Gemara discusses whether water libations were performed all seven day of Sukos.
 
2. The Gemara explains why Rebbi Yehoshua is also called "Ben Beseirah."
 
3. The Chachamim did not mandate that one mention the dew and wind in his prayers.
 
4. The verse compares Bnei Yisrael to the wind.
 
5. If someone says "Mashiv ha'Ru'ach" (not "Morid ha'Geshem") in the summertime, he does not have to repeat his Shemoneh Esreh.

A BIT MORE

1. The Gemara concludes that they were performed all seven days of Sukos, and that this is a Halachah l'Moshe mi'Sinai.
 
2. Before he received Semichah, he was important primarily because he had an important father, and was therefore called Ben (the son of) Beseirah. However, after he received Semichah he was important in his own right, and thereafter became known as Rebbi Yehoshua.
 
3. This is because they are present all year long.
 
4. This is in order to teach us that just as the world cannot exist without wind, it cannot exist without Bnei Yisrael.
 
5. Similarly, if he says "Morid ha'Geshem" in the winter but forgot to say "Mashiv ha'Ru'ach," he does not have to start again from the beginning of Shemoneh Esreh.
