SUMMARY
1. The Gemara explains the verse, "It (Torah) is not in the heavens.., it is not across the ocean."
2. Rava explains that the verse (#1) implies that Torah does not stay with someone who considers himself great and high like the vast heavens or ocean.
3. A city of tent-dwellers is not considered a city with regard to the Techum Shabbos.
4. People who live in tents and are constantly on the move have a low quality of life.
5. A Torah scholar should not live in a city where he cannot obtain certain vegetables.

A BIT MORE
1. The Gemara says that if the Torah would have been in such places, then we still would have been obligated to try to go to the heavens to receive and fulfill the Torah. This implies that we must do whatever we can to remember our Torah learning.
2. Rebbi Yochanan adds that the verse teaches that Torah does not stay with merchants who travel constantly across the sea.
3. This means that they receive (????) 2,000 Amos from their tent, and their city is not counted as being within their four Amos. Although the Jews in the desert lived in tents, this was because Hashem stated they should do so, causing their camp to be considered like a city. Awkward.
4. They lack a decent life, unable to even bath properly. Moreover, because of their way of life, they are subject to a high rate of marital infidelity.
5. Rashi explains that this refers to garlic and leek, which provide critical health benefits.
