SUMMARY

1. The Gemara explains the verse, "And the Kena'ani, King of Arad, heard...."
 
2. The Gemara explains that Sichon, Kena'ani, and Arad all refer to the same person.
 
3. Rav Chisda says that the new year for non-Jewish kings is not the first of Nisan, but rather the first of Tishrei.
 
4. In Nisan, Nechemyah told Artachshasta about the plight of the Jews, but he had already heard about it in Kislev.
 
5. The Gemara explains that Koresh, Daryavesh, and Artachshasta all refer to the same person.

A BIT MORE

1. The Gemara explains that it means that he heard that Aharon had died and that the Ananei ha'Kavod (Clouds of Glory) had departed, leaving Bnei Yisrael vulnerable.
 
2. There is a dispute about which name was his real name and which was used to describe him. Some say that his real name was Arad, while others say that his real name was Sichon.
 
3. This is evident from the fact that the verse says that it was the twentieth year of Artachshasta in Kislev, and it talks about later events as occurring in his twentieth year in Nisan. This shows that Nisan did not change the count of the years of his reign.
 
4. Chanani, a Jew from the tribe of Yehudah, related the bad tidings from Yerushalayim in Kislev. However, Nechemyah did not relate them to the king until Nisan.
 
5. While he was originally a good king, he ended up as an evildoer.
