WHAT TO DO WITH TEFILIN THAT ARE FOUND ON SHABBOS

(1) There is room on the head and the arm for two Tefilin. Raban Gamliel maintains that wearing two pairs of Tefilin at once is not considered a Masuy, and neither does the Isur of Bal Tosif apply.
(2) "Kerichos" (bundles of many Tefilin tied together) or "Tzevatim" (pairs of Tefilin tied by themselves).
(3) This is a leniency which applies if there is not enough time to bring in all of the pairs of Tefilin, one pair at a time, before Shabbos ends. If there is enough time to bring them all in before the end of Shabbos, he should bring them in pair by pair.
(4) If there is no one else there, Rebbi Shimon agrees that he should bring them in by carrying them by walking increments of less than 4 Amos (TOSFOS).

RASHI'S FIRST LASHON: danger of robbers, who will kill him but will not deface the Tefilin.
RASHI'S SECOND LASHON: danger of gentiles, who will kill him if they find him with Tefilin.
According to the second Lashon in Rashi, this Halachah applies not only to the case at the end of the Mishnah (when one found Tefilin tied together - - see footnote 2), but to the case in the first part of the Mishnah as well (when one found normal pairs of Tefilin): in case of danger of gentiles who will not allow him to wear the Tefilin nor to carry them, he should cover them. In the case of robbers, he should carry them in increments of less than 4 Amos -Rashi.
