On Daf 8A, about 16 lines from the bottom of the page. The Gemara asks "Ela HaDeamar Rav Chisda"

This question isnt clear because Rav Chisda already mentioned this on Daf 3A. If anything, the Gemara should be asking a question on Rav Papa. Ie, What is the chidush of Rav Papas statement when we already know this from Rav Chisda on 3A. I would appreciate it if you can clarify this matter for me. Furthermore Rav Chisda preceded Rav Pappa therefore it would be logical to say that R Chisda was the one who was mechadesh in the mishna the different time periods ie that of Malchei umot haolam and that of Malchei Yisroel.

Rav Papa explains that when the Mishnah says Rosh ha'Shanah l'Shanim it means for Malchei Umos ha'Olam. This is clear from the Mishnah itself, for the Misnah writes that Nisan is the Rosh ha'Shanah for Shtaros.

Rav Chisda on the other hand says an independent statement to qualify the statement of the Mishnah that Nisan is Rosh ha'Shanah for Shetaros: he explains that this is only true for Malchei Yisrael. Therefore the Gemara asks on Rav Chisda what he is trying to teach with his independent statement; the Mishnah itself says so.
