Q. Reese asks:

Tosfos (DH Lo Psika) expresses a doubt as to whether the Gemara could have answered its question by saying that Terumas ha'Lishkah is Taluy b'Ma'aseh (like it answers a similar question later on the page).

My question is, why should Tosfos be in doubt? He should have proved from the Gemara, which does not give that answer, that the Gemara does not consider this to be Taluy b'Maaseh!

In addition, why does Tosfos mention his doubt? What difference does it make if Terumas haLishkah is Taluy b'Ma'aseh or not - other than answering the Gemara's question?

The Kollel replies:

1. Perhaps Tosfos knows that there is no proof from the Gemara. The Gemara simply chose one out of two possible answers.

(This will explain why Tosfos doesn't ask that the Gemara should have answered that our Mishnah doesn't mention Rosh Hashanah's that begin after the morning, as the Gemara mentions later on this page - see Rav Simcha of Dessau and Tosfos ha'Rosh.)

2. The difference whether or not Terumas ha'Lishkah is considered Taluy b'Ma'aseh might be as follows: Does the day of the year (1 Nisan) obligate bringing Korbanos from a new collection, or is the actual collection of Shekalim needed as well, to obligate bringing Korbanos from the new collection. According to the second possibility, if there was no collection of Shekalim then we may bring Korbanos from the old money l'Chatchilah - even without Rav Yehudah Amar Shmuel's Chidush.
