(a) where can I find more information regarding what the gemara means about expenses for shabbos and yom tov? how does that work exactly?

(b) also, what does the rashi on that mean?

(c) and, finally, I thought that expenses for rosh chodesh are also in this category (acronyn TISHREI). please let me know.

The Kollel replies:

(a) What type of information do you seek? How it works see (b).

(b) Rashi says that all of a person's income is fixed for the year. A person must therefore take care not to be profligate since this will lead to him be short of funds later in the year. However, expenses for Shabbos and Yom Tov (see (c)) are not included in this allowance. In fact, they are not fixed at all, but are allocated according to what a person spends on these things. (Rashi in fact says according to what a person is "Ragil" to spend. This would seem to indicate that a person cannot simply splash out one Shabbos and expect that his expenses will be covered. A friend of mine told me that he asked a Rav if he can go to a Hotel for Pesach and rely on this Gemara that his expenses will be covered. The Rav replied that since hotel costs are beyond his usual standard, he cannot rely on this Gemara. Perhaps he understood this from our Rashi.) According to this Pshat, Rashi explains that when the Gemara says that if he spent less, "Pochsim Lo", this is not to be translated literally as meaning they will deduct from him, since Rashi holds that there is no fixed budget allocated for Shabbos and Yom Tov. Therefore Rashi explains that it just means that he gets less than he would have gotten had he been more generous.

(c) Medrash Rabah va'Yikrah Parshah 30 adds Rosh Chodesh. This is also found in Tur OC 419. The Beis Yosef explains that the Gemara includes Rosh Chodesh together with Yom Tov. See Aruch ha'Shulchan (ibid.) for more about Se'udas Rosh Chodesh with regard to this Halachah. The Tur also adds Chol ha'Moed. The source for this is the Pesikta of Rav Kahana (28). The Ritva (as quoted in Shitah m'Kubetses) says that this rule applies to outlay for all Mitzvos. Tosfos, however appear to learn that only these specific Mitzvos are included.
