Id like to know if my understanding is correct.

The tanna of litra ketsiot sustains the same thing as the Rabbi Meir aliba deRabi Shimon Ben Lakish.

The Gemara brings the case of Litra Ketzi'os in order to identify the Tana who maintains that a Beitzah which is a possible Tereifah cannot be eaten and it is not Batel in a majority of Heter. The first attempt to explain was based on Resh Lakish and Rebbi Yochanan's argument about which type of item is Batel but the Gemara then goes on to bring another explanation based on Ketzi'os (which is Rebbi Yehudah in the name of Rebbi Yehoshua). It is unclear if this second explanation about Davar sheb'Minyan fits with Resh Lakish or Rebbi Yochanan. Rashi (Zevachim 73a) sees Davar sheb'Minyan as a third category, since only few people sell this after counting as opposed to the other categories where most or all are sold by count. However, Tosfos there (DH Rebbi Meir) sees this as Kol she'Darko Limanos and that indeed fits with Resh Lakish's explanation of Rebbi Meir.

So your understanding is the subject of a dispute between Rishonim.
