How can Tavi be a Torah Scholar when it is asur for goyim to learn all of Torah? Would we say he is a scholar and just knows everything regarding the 7 Laws of Noah? But then why would we say about Tavi that he knew halachos really well?

You are forgetting that Tevi was an Eved Kenani. We know that an Eved Kenani is commanded in all of the Mitzvos that a Jewish woman is commanded. It seems clear that just as a Nochri must learn the laws of Sheva Mitzvos thoroughly, an Even Kenani must learn the laws of the mitzvos he must perform. This would mean that he could end up being quite a big Talmid Chacham, as women are obligated in many mitzvos! [It must be that when the Shulchan Aruch (Y.D. 267:71) rules one cannot teach his slave Torah, he means parts of Torah that are not relative to his laws.]
