Avrohom Adler asked:

Sorry for brevity... the gemora says kedusha (zerikah on side) comes before tahara (on the top) rashi in acharei explains the possuk even though it says v'tiharo v'kidsho. How does this shtim with tahara mevi lidei kedusha?

i think shorim metzuyanim bhalacha asks question but i dont see what his answer is.

The Kollel replies:

Your question is made even more difficult by the Yerushalmi (Shabbos 1:3) that learns from this Pasuk that Taharah brings to Kedushah.

Maybe we could answer that the Yerushalmi is not Doresh "v'Tiharo" as referring to the Haza'os on the top of the Mizbe'ach. The Yerushalmi in Yoma on our Mishnah in fact learns that the seven Haza'os are on top of the Mizbe'ach from the word "Alav". Similarly, Rashi in Acharei Mos is not going according to the opinion of the Bavli. The Yerushalmi explained that "v'Tiharo" refers to cleansing from previous wrong-doing and the Kidush refers to sanctifying for the future, where both "v'Tiharo" and "v'Kidesho" refer to the same Haza'os, hence the Drashah, Taharah brings to Kedushah. However, the Bavli is explaining that "v'Tiharo" is not an expression of cleansing, but rather of clarity or openness and refers to which part of the Mizbe'ach the Haza'oh was on. Hence, neither the Bavli, nor the Yerushalmi, have a cleansing before a sanctification.

I looked at the She'arim ha'Metzuyanim b'Halachah, but I do not believe that he is addressing your question.
