if it says that hashem doesn't hate why is it necessary for rashbi to say i don't like them?

The commentaries give many different explanations of this interesting statement. The Maharsha says that although Hash-m hates such a person, it might not be that He hates him enough for us to hate him, which would lead one to transgress the prohibition of "Lo Sisna Es Achicha" -- "Do not hate your brother." This explanation seems difficult, as indicated by the Yavetz's quotation of the Pasuk "Misanecha Hash-m Esna" -- "Those who hate You Hash-m, I hate (as well)." The Yavetz explains that Rashbi was saying that Hash-m hates people who do so all the time, while he himself is not fond of people who do so even once in awhile. For more explanations, see the Iyun Yakov, Aruch Laner, and Matan b'Seser.
