Are people who are tumtum and androgynous allowed to eat the korban? What about someone who is certifiably medically unable to have a bris? Are there any leniencies for him? Thanks.

What makes you think that a Tumtum and Androginus might not be permitted to eat the Korban Pesach?

The Areil is not permitted to eat the Korban Pesach even if two brothers who preceded Him died as a result of the Milah, and he was forbidden to be circumcised. Be'Virchas

P.S the prohibition of an Areil eating the Pesach is not a punishment for having sinned. It is due to the fact that he is uncircumcised - in the same way as a Kohen who is blemished cannot perform the Avodah.
