The Kollel replies:

1) Our Gemara is also brought in Avoda Zara 5b. The first Mishnah in Masechet Avoda Zara states that within 3 days of the idol worshippers festivals one may not do business with them because we are worried that as a result of a good business deal they will be encouraged to thank their idols on the festival day. The Gemara there states that they require 3 days to prepare their sacrifices. The Gemara then asks why is 3 days sufficient; we see that we learn Hilchos Pesach 30 days before Pesach? The Gemara answers that the only animal that the idol worshippers disqualify as a sacrifice is one missing a limb, so 3 days is sufficient for them to find a suitable animal with all limbs present; whilst we possess far more exacting laws concerning the korbanot so we require 30 days to ensure we have a kosher Korban Pesach.

2) We see from the Gemara that the reason we learn the Halchos for 30 days before Pesach is to make sure that we know properly the Halachos about the Pesach sacrifice. Tosfos there DH veHaTnan writes that the chief aim of the institution to learn Hilchos Pesach 30 days in advance was because of the korban, but nevertheless nowadays we also possess the Mitzvah to learn the Halachos.

3) Tosfos Rabeinu Peretz Pesachim 50b end DH Samuch also writes that, really, the study for 30 days in advance only applied when sacrifices were offered. However, once that Takanah of 30 days learning was enacted, we now continue in order to be faithful to the custom of our fathers.

4) At any rate, the above sources answer your question, Ari, because since the original encatment was because of the korbanot, it follows that there is no difference between Pesach in Nisan or Pesach Sheni.

Follow-up reply:

I think I found, bs'd, some support for what I wrote above from the Be'er Heitev, printed on the page of the Shulchan Aruch together with the Mishneh Berurah at the very beginning of Hilchos Pesach. The Beer Heitev 429:2 writes that we do not make droshos 30 days before Pesach. He writes that it is possible that the reason is because the original Takana was because of korbanos. He cites Tosfos Bechoros, but I think it is possible that there is a prinitng srror and it should read Tosfos Avoda Zara 5b.

I am not at all sure that other Poskim agree with the Beer Heitev on this, but on the other hand it does seem to answer your question, Ari.
