Why does 84a at top say burning Nosar is merely an ??? alone and can't push away shivas Yom Tov which is both ??? and ?? ????. Why not say that burning Nosar is also both ??? and ?? ???? based on Parshas Mishpatim Perek 23 pasuk 13 where Rashi explains that this pasuk adds a Lo Ta'aseh to every Aseh?
Is the answer, based on sisei Chochomim Ois-beis there, that an Aseh even when a Lo Ta'aseh is added, doesn't out-number and therefore is not strong enough to push away shivas Yom Tov which is both Aseh and Lo Ta'aseh, not to mention that if we also add a Lo Ta'aseh to an Aseh of shivas Yom Tov, it may not just be a 2-on-2 without a majority pusher, but may even be a 2-on-3 monority pusher when Nosar faces off agianst shivas Yom Tov

1) Yes, Nosar is both an Aseh and Lo Taaseh according to Rashi Shemos 23:13, but Shaboson of Yomtov is also an Aseh and Lo Taaseh according to that Rashi, so these 2 cancel each other out and all we are left with is the Lo Taseeh of not doing Melacha on Yomtov, so one may not burn the Nosar.

(a) I had another thought why Rashi 23:13 cannot help us to say the Lav is docheh. This is because the Ramban writes there that Rashi will have to say that the Lav that he added to every Mitzvas Aseh is a Lav She-be-Klalos; it is a
general Lav; because otherwise one would have to say that one gets Malkus for every Aseh in the Torah. Since one does not get Malkus for a Lav She-be-Klalos, one will not get Malkus for the Lav added by Rashi 23:13 either.
(b) Now that we know that the Lav added by Rashi 23:13 does not possess the power to give Malkus, it seems logical that it also does not have the power to combine with the Aseh and push aside the Lav of burning on Yomtov.
This Lav does not possess the power to achieve "Dechiyah".
