The Kollel replies:

The "well known" Kula of Rav Moshe is not well known willingly, since he merely alludes to it in the Teshuvah and purposely does not print it.

However, it is based on the fact that Kibuy must extinguish something burning, such as a wick; Kibuy on something which is not "Oseh Pecham" such as a hot metal is d'Rabanan. However, putting out a flame alone is not Kibuy, for what was burning was burning and what was not was not. Therefore, on a gas range where there is no wick there is no Isur d'Oraisa of Kibuy. (This P'sak of Rav Moshe is not universally accepted.)
