but how do you know that the reason this house need not be searched is because all houses are presumed to have been searched on time? perhaps here it is different because these people stated that they saw the house being searched

The Kollel replies:

To start off with, the Gemara says that it cannot be because these people stated that they saw the house being searched, because the people referred to are not usually accepted as witenesses, e.g. minors. However, in the conclusion, the Gemara decided that since the requirement to search for Chametz is only mid'Rabanan, in turn the Rabanan were lenient and relied on the testimony of people who would not be accepted for the more serious Torah issues.
