Mark Bergman asked:

I was wondering whether a full Siyum is warranted after learning Tomid and/or Midos, i.e. saying the whole Hadran, and a Seudas Mitzvah (e.g. would one be allowed to eat meat in 9 days, and would it count to break a fast on Taanis Bechorim - according to the accepted opinion that a Masechta Mishnayos is insufficient).

Although the Vilna Shas does not print the whole Hadran after Tomid, that is also the case after many other Masechtos (I think that the Artscroll Gemoro does not print it after Tomid even though it does usually print it after every full Masechto).

What then happens after Midos - we would not usually say a full Hadran/have a Seudas Mitzvah after a Masechto Mishnayos, but this completes a Seder of Mishnayos learnt with Gemoro where appropriate!

[Interestingly, I have a small Vilna Shas in 21 volumes that I could not find Tomid in at all! It just goes from Meilah to Midos; I also looked through all last 5 volumes for Tomid in vain! Presumably a printing error!]

The Kollel replies:

Rav Moshe Feinstein zt'l writes that a Siyum may be made for any learning, or Mitzvah, that "lasts for a significant amount of time" ("... Ela Kol Mitzvah she'Nimshechah Zeman"). Taking two or three days to learn the Masechta probably does not warrant a Siyum, while an extended period of learning it well, with commentators and review, probably does warrant a Siyum.

Many have the practice to make a Siyum after learning all three, Kinim, Tamid and Midos, together.

See also Mishnah Berurah to Rema OC 551:10 for other details about making a Siyum during the nine days.
