Some say that it is possible, if the last two years were not leap years. Many prefer the text "every 72 years"; calculations of the double handful range from a fifth of a Maneh to a half-Maneh."

The Kollel replies:

The Aruch La'Ner (6b, DH "Hayu") says that it must be that it is a Halachah l'Moshe mi'Sinai that one may only "recycle" if it will add up to half a year's worth of Ketores.
