What does that mean?

Clearly for kodshim kalim there is no problem. but kodshei kodshim are assur to take out of the Azara.

is such a person chayav anything?

The Kollel replies:

The Issur regarding the meat of Kodshei Kodshim is not the actual removal from the Azarah but rather eating them outside the Azarah. (the issur is a Lo Taaseh- see Devarim 12:17, Rambam Maaseh Ha'Korbanos 11). Such meat is pasul and cannot be eaten even if it returns to the Azarah. However in this case when he sacrificed the meat but did not eat it there is no Issur involved.
