Until the bottom of 110a, the shita that held that you needed to put the whole part of the korban on the mizbai'ach was Rebbi Eliezer. On the top of 110b, it says that Rebbi Elazar agrees with the Rabbanan in the case of dam - that even one matana is enough. Did we see Rebbi Elazar's opinion before. I would have thought that we need to say that Rebbi Eliezer agrees by dam.

That is an excellent point. In truth, it would be hard to change the Girsa here since Rebbi Eliezer would not be making a point together with Rebbi Shimon, the student of R. Eliezer's student (Rebbi Akiva).

In fact, Dikdukei Sofrim (Daf 110 #1, Daf 109b #8) contends that the correct Girsa on 109b and 110a is Rebbi Elazar, as it appears in many manuscripts and Rishonim.
