According to this opinion then: would he be like the rest of the people and be able to carry everywhere; including in and out of his own house (that he mevateled) in to the chatzer. Would he be like a a guest? and are guests allowed to carry as the people living there?

The Kollel replies:

He would be allowed to carry from his house into the Chatzer, as he is considered a guest who is allowed to carry like the people living in that Chatzer. The Shulchan Aruch (O.C. 380:2) clearly states that someone who was also Mevatel his house is like a guest (see also Mishnah Berurah 380:12).
