Dear Simcha,
First of all, Burganin don't work by Bavel and some add Chutz laAretz, but do exist for Eretz Yisrael. Either way it's always permitted to talk about going far, since the possibility of extending the Techum still exists, if not through flimsy Burganin, then at least with stronger huts which could remain with rain and robbers.
