Sorry, that Shivas Tziyon was a misquote. The subject of Korbanos bi'Zeman ha'Zeh in general has been discussed extensively in Rabbinic literature, from the times of the Rishonim(!) and on. One of the most famous writers on this subject (who touched off quite a bit of controversy) was Hagaon Tzvi Hirsh Kalisher, who printed a number of pamphlets on the subject, among them "Derishas Tziyon" (1862) and "Shelom Yerushalayim" (1868). The quote we cited was from the former, as quoted by HaGaon Rav Eliezer Waldenberg in TZITZ ELI'EZER (10:5:1).
