[Summary of question: Rashi explains Rav Huna's statement, quoted by Rav Huna, to be saying that a Jew who takes Ribis from a Nochri is "Yored l'Timyon."

This is difficult to understand. Is it Asur to lend to a Nochri with interest? But the verse says "la'Nochri Tashich!" Furthermore, the Shulchan Aruch writes that it is Asur to lend to them without interest, and the Rambam writes that it is a Mitzvah to lend to them with interest!]

The Kollel replies:

The Gemara was of the opinion that the Pasuk gives a Heter to lend to a Nochri with Ribis, and it is not a Chiyuv to lend to him with Ribis. As for the Isur of "Lo Sechanem," since one does not need to lend to a Nochri at all, there is no problem of "Lo Sechanem.

The Rambam and Shulchan Aruch write the Halachah le'Maskana . Nevertheless, see Makos 24a, where the Gemara says that it is not a good idea to lend to a Nochri with Ribis lest one become accustomed to it.
