The gemara on 56a says that one who hires false witnesses to testify is liable to Heaven. Why? We say that the transgressor alone is liable, as the agent should have listened to Hash-m and not to man. Why here is the hirer liable at all?

The Kollel replies:
"Chayav b'Dinei Shamayim" in all the above cases relates to the money. Although the agent should not have done the Aveirah, and the sender is not culpable for the Aveirah, by hiring them he indirectly caused a loss of money.
