Regarding a woman who was first widowed and then divorced who marries a Cohen Gadol there is a paradoxical situation.

As the Gemarah states, the Cohen Gadol will be transgressing both prohibitions, that of a widow and the one of a divorcee, since a divorcee is not allowed to get married to a Cohen Hadyot either this is an Issur Mossif, more people are prohibited now from marrying her.

However, from the perspective of the woman, there aren't more people who are prohibited to marry the Cohen Gadol, rather there are more people that the woman cannot marry, and therefore from her view this is an Issur Kolel.

Therefore, according to Tanaim such as Rabbi Yossi, who hold of Issur Mosif but not of Issur Kolel, the Cohen Gadol will get punished for two transgressions, whereas the woman will only be liable for one.
