The Kollel replies:

Dear Gavriel,

The place of Akirah is like the place of Hanachah. The Gemara says that an object on water is "Lo Nach." Simply, it means that water moves and the object lifted from the water was not considered "placed." The Ra'avad in Bava Metzia 9b (brought in Shitah Mekubetzes there) says that an object placed on water is like an object sitting on air.
