The Mishnah here in Shabbos 76A gives you various Shiurim of what is considered Meleches Hoytzoah for carrying food out for various animals but the "foodstuff" in question is Teven or derivatives of it Lefi Rashi.

Now go to the first Mishnah of the second Perek of Sotah Daf 14A and there the Mishnah ends off by telling us that the reason for the Sotah's Korbon being Seorim is because that is "Maachal Beheymoh" .

Now Mimoh Nafshoch is it Teven or is it Seorim?

That really is the Kasha now Poshut you can say that animal foodstuff is not limited we even see in the Chumash in Chaye Soroh that Teven is clearly animal fodder but I just wonder if the Kollel had anything more clever to answer.In other words the Korbon by Sotah is Seorim because that is at least Choshuv enough as a Minchoh to bring Hagam it is a Maachal Beheymoh but you cant expect a Sotah to bring Teven as a Korban Hagam that it is real animal food.so the Loshon of seorim being Maachal Beheymoh does not mean exclusively only legabby Chitim since real Maachal Beheymoh as we see from the Mishnah in Shabbos is Teven not Seorim.

I believe that you have supplied both the question and answer. Animal food is not limited to one particular thing. I would assume that straw and its derivates are more common animal food than barley, and therefore are discussed in the Mishnah in Shabbos (76a) as animal food. However, this does not mean that barley was not often used as animal food as well.
