The Chachamim are stringent because they are afraid that one might come to help oneself from the oil, in which case one is Chayav because of Mechabeh (extinguishing). Rebbi Yehudah does not hold of the decree, for the reason that the Gemara gives. What makes you think that Rebbi Shimon agrees with Rebbi Yehudah, as this has nothing to do with Davar she'Eino Miskaven, Melachah she'Einah Tzerichah le'Gufah or Muktzah (the areas where Rebbi Shmon is lenient).
