The Kollel replies:

Dear hg,

Hello there and thanks for your question. The Gemara states that they established eight days of Chanukah to recite Hallel and to thank Hash-m. There is no mention of the obligation to light the Chanukah Menorah. The Moadim u'Zmanim (vol II:149) suggest that while the Beis ha'Mikdash was standing the miracle was commemorated by lighting the Menorah in the Beis ha'Mikdash and in Batei Keneisiyos. Only after the Churban with the lack of the Beis ha'Mikdash, was there a need to commemorate it individually.
