The Gemara (Gitin 61a) says that the difference between Gezel d'Rabanan and Gezel mi'P'nei Darkei Shalom is that Gezel d'Rabanan can be extracted from the Gazlan in Beis Din whereas Gezel miP'nei Darkei Shalom cannot.
